ABRL has mature contracts management infrastructure through partnerships with the Applied Research Laboratory (ARL) and Penn State. With specialized personnel and processes, we can navigate complicated contracting procedures and find mechanisms to make it easy to work with us. ABRL has extensive experience executing Federal Acquisition Regulation (FAR) contracts providing an acquisition system satisfying customer’s cost, quality, and timeliness requirement; minimizing administrative operating costs; conducting business with integrity, fairness, and openness; and fulfilling other public policy objectives.
As a designated University Affiliated Research Center, ARL conducts essential research, development, and systems engineering in support of our nation’s priorities free from conflict of interest or competition with industry.
An enterprise-wide omnibus Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle to establish a membership of qualified contractors to compete for future research, development, acquisition, production, procurement, and fielding of Chemical, Biological, Radiological and Nuclear and Explosives (CBRNE) defense systems, equipment, and material. JE-RDAP is managed out of the Joint Omnibus Management Office (JOMO) of the Joint Program Executive Office for Chemical Biological Defense (JPE)-CBD.
Advanced Technology International (ATI) develops and coordinates collaborations to enhance the Government’s rapid acquisition and management of federal projects. This is accomplished through the Other Transaction Agreement (OTA) which is an efficient acquisition vehicle used to create innovative solutions through its vast membership of academic and industry partners. The ABRL is a member of both the Counter Weapons Mass Destructions (CWMD) and Medical CBRN Defense Consortium (MCDC).
